She was making a right turn and there was no sign that said no right turn on red. She is positive that she came to a stop. Highwayrobbery.net mentioned this on the site. I think I narrowly escaped getting cited for a right turn in Fullerton at Magnolia & Orangethorpe a few months ago. The right turn arrow had been on, and turned yellow as I approached to go east on Orangethorpe. As I got into the crosswalk, it turned red, and I think I saw a flash go off, though my front wheels just crossed before it turned red. I happen to have clear plastic covers over a blue plate, and it may have blinded the camera.
